Moreau (Goran Visnjic) taking refuge in San Lorenzo becomes a problem for Nate (Timothy Hutton) and the group because this place does not recognize extradition treaties so they have to follow him there before they can take him down. They later find out that Moreau has the San Lorenzo government in his pocket which creates a bigger problem so Eliot (Christian Kane) tries to get assistance from the local opposition but in the end they have to take over a country and an election to bring down Moreau and his cohorts.

Unknown to them all Eliot has a secret past that may prove  crucial to their quest to destroy Moreau.
